Make sure you did Portforwarding. (Portforward.com)

Make sure you have an No-Ip. (No-ip.com)
No-Ip isn't a must, it's optional.
However, as said, there could be multiple things wrong.
Your firewall is blocking your ports
You haven't portforwarded correctly
Etc..
