Added Firecape rank and changed around post reqs.

Heres a picture of the needed posts to achieve each rank. Also after achieving the Pernix rank you will have a blue colored name.



Also added a "Help" child board to RS Client 317/501+ upon request from Sam.

Updates to come: Making a new board for graphics, so it will no longer be clumped in with miscellaneous. Planing to add a "Tech" category with gaming/tv/computers as childboards.

I'm pretty sure I could install something like that, but otherwise I don't know. I'll look through all that when I have some free time. Also need to check if it's okay with Kyle.
